I'm not on the hiring committee but this job is highly desirable and the competition is fierce. I can't imagine that they would hire or even consider someone without an ATP. THe cost to get an ATP is small and it only takes a few days.
I have flown both the X and the XL/S at NJA (and U boat). I actually left the X for the XL and have no regrets. Two of my friends here did the exact same thing and both are happy that they left the X and are now in the XL.
