From 13.C:
2. Known Flying Withheld from Line Construction
a. All known flying for the following month will be con-
structed into trips and then into regular lines, except the
Company may withhold up to three and one-half percent
(3.5%) of block hours of known flying in each category.
Such known flying will be withheld as trips before the line
construction process. All remaining trips will be placed in
initial open time.
b. The Company will provide to the ASC the total scheduled
block hours of known flying in the following month and
the number of block hours withheld to verify the calcula-
tion of the three and one-half percent (3.5%) of block
hours of known flying withheld. The Company will provide
the ASC a list of the actual trips withheld.
 
If captains weren't picking up open time then FOs could upgrade. There's no reason that lines need to be constructed as unproductively as they are. Some people need to pick up more flying to stay above water, for whatever reason. I can't fault the FO or Captain who's supporting a wife, kids, a mortgage, and the car payment, but if you don't need to pick it up, don't do it!

PD is a bit of a prick...one of the most rude and inconsiderate people I've ever had the displeasure of dealing with. Volunteer or not! He is only interested in helping himself out.

Well, he's not a mindreader... if you want something from him you're going to have to call him.

If you request something that he isn't delivering to you, then follow up with the MEC chairman or your rep. But I doubt that will be an issue.
