With the 1500 hour rule now in effect, what is the best way for someone with zero time to get the minimums to apply at a regional? I am not asking if it should be done, but if it had to be done, what is the best option.

ALLATPs. Interview before you even flight instruct. Once conditionally hired, you instruct to 1500 hrs ATP minimums and go to participating regionals like Republic Airlines.

I would recommend you get affiliated with WIA and OBAP. Those two organizations were instrumental in helping me get hired at United. We only hire the best and brightest but networking is key as well.

Although my friend is a good dancer and hopeless at sports, he is neither black nor a women. Do those organizations really want people who do not fit the namesake of their organization filling their ranks?

You won't "qualify" for all their "perks", but they'll be more than happy to take your money...

Get your ratings and teach at an airport near you... AND REALLY LEARN HOW TO FLY AN AIRPLANE. Just enjoy the ride and don't be so focused on the end goal too much. You will just make yourself crazy and be set up for a let down.
