The worst weather in my experience is in the US central and southeast...BUT they have the best controllers hands down. Regular super cells 100+ wide in Texas with excellent vectors.

Joint second is Indian during monsoon and central Africa (anytime)? Particularly within Kinshasa FIR and South Sudan north of Jubu.

With Africa you essentially self navigate and let them now on HF when you can get them - not always.

The real stress is India, busy airspace, congested frequencies, and marginal ATC that somehow are razor sharp when it comes to you leaving their airways - nightmare.

And while we are on it ...in my humble opinion ATL TMA controllers are cream of the crop and # 1 of any controllers I worked with.

FWIW, the worst weather in the U.S. is frequently reported at Mount Washington, NH (KMWN).
Here's the current report, which happens to be relatively nice:

Always good to print up the KMWN METAR and slide it over to the CA when beginning descent and say "Damn glad its your leg!"

Ocean flying has very specific deviation rules. Anything more than 10 miles left or right of track requires ATC coordination. As always, the trick is to put in your deviation request well in advance, as it sometimes takes ATC quite a while to get back to you. Absent that, you can change your altitude +/- 300 ft (depending if you are eastbound or westbound) and deviate as required, while broadcasting your intentions on 121.5 or 123.45 and illuminating all exterior lights.

Man calling it the Indian ATC a "Marginal ATC" is actually given them way, way too much credit!!!!!!!!!!!!!!!!!!!!!!!

I was going to say anywhere in Central America in September. Going into Tegucigalpa or Panama City you're looking at CB's 24/7. Add in the occational Tropical Storm and Hurricane. Not mention the controllers down there arent overly helpful.
