-FC doesn't exist nor does -ts because the NWS says "there is no such thing as a light thunderstorm."
 
Two things that amaze me by this TAF.

1. The winds obviously, but...

2. Check out the pressure between 0500-1600Z. From 28.60 to 26.63! Holy CRAP!!!!

There is no modifier for TS at all... If you see a -TSRA or a +TSRA then that is modifying the RA part, not the TS. If you don't see a modifier, then it means Thunderstorms with moderate rainshowers.

QNH is the 'european' or 'military' or WHATEVER term they use to refer to the altimeter. You don't hear people in europe say "altimeter please". They say "Q-N-H please."

Basically its 26.68 inches of merc. In europe they use Millibars.
 
QPPPP - QNH
Q - indicator for QNH, PPPP - Pressure value.
Measured in hecto Pascal (HPa), 1 Hpa = 1 mB(millibar)
