There isn't any one document that states the NIC has to be used. There is only a UNIONS duty to fairly represent it's members. A duty that under M/B the company and APA inherit.

Liability is now on the company and APA to ensure a fair integration for all three groups. The only way the west can have a fair integration is to have a seat at the table. Something USAPA is denying. APA and the company have already made it quite clear the west will have a seat at the table.

An arbitrator will need to decide what is a fair integration. in the words of Judge Silver.

It's almost over. USAPA is being completely ignored by APA and AAL. They'll try and go out in a blaze of glory but it will just waste money and go nowhere. USAPA is neutered, ignored and just waiting to die.
