The Nic list was issued under a former collective bargaining agent, and it has never been ripe, and now since we are represented by a different agent - that agent can present another list or even two separate lists, just as APA has a list.
Remember, the East and West are operating under separate contracts, and separate lists which cannot be combined until the members vote on it. Now that APA and USAPA are required to reach a JCBA - whatever the SLI that they hopefully agree upon - then that is what we will be voting on.

USAPA inherited the Nicolau Award and have been unsuccessful in getting out from underneath it. USAPA has been successful in keeping its members among the lowest paid and selling dreams to its "east" contingent. See above.
