Oasis had barely 80 in total - only 4 aircraft at the peak, 4 aircraft, 6 crews per aircraft, 24 X 3 = 72 total. Add reserves, 80 TOTAL. CX hired 75% of all O8 pilots.

The total seniority list on the day of admin was roughly 150-170 pilots. This is fact and can be verified with G.H., G.O., M.D., I.G........all are back at CX and can give you all the Oasis info.

I am a US citizen, and live in US. Do I have any chance of getting into this program?

The S/O (cadet) program is intended as a community "pay forward" project. Although the scope has been widened somewhat to include people without permanent residence in Hong Kong, unless you have significant ties to Hong Kong (you're an ethnic Chinese, parents are here, you were born here etc.) I would suggest your chances are slim at best.
