Info for all.. I talked to Flight safety in Houston. They are working with the FAA on getting approval for a short course to remove those restrictions.

What, what, what!? You still need to have the runway environment IN SIGHT prior to leaving MDA.

That would be what I said (and for the record it is no longer runway environment but the specific list of things listed in 91.175). Spooky 2 is making the point that the runway in sight.

I don't see anything in my posts that suggest feeling around for airports in IMC. The only thing I have said is a circling approach is an instrument procedure and you don't need to have the runway to leave MDA.
