Not sure that anything has changed in the way they contact you for class... the standard way has always been that the chief pilot calls you, typically from the base nearest to where you live, and invites you to class on such and such date.

I always thought ALL lights on for T/O and Landing. Aren't the "wing landing lights" landing lights? Must be missing something here.

Contact the local police department and check. Also, if you belong to Seaplane Pilots Association they can tell you. Another rule of thumb, if the river or lake is considered a "Navigable Water Way" you can land and takeoff at you leasure.
