Yes, I think that is an accurate charaterization. They were afraid of doing something that appeared so easy when there might be more on the table. They were afraid to lead and afraid to be seen giving ground in their own internal battles.
As others have written (including your pilots) better to get a bad arbitrated decision that you are not held responsible for than risk being responsible for your own leadership.
