Try using that Captain's Authority the next time you are flying a Sports or Military charter. You try to put a jumpseater in your jumpseat and see how that goes over. It doesn't matter whether you fly for a regional, national or major. The person who payed for the charter has bought every seat and has the right to determine how the seats in the aircraft are occupied. During scheduled operations the major carrier has purchased every seat and thus can determine how they are loaded. If the contracted carrier is positioning aircraft, flying at will or even flying maintenance test flights then they can determine how the seats are occupied because they are paying for the flights themselves.
