We had no turn needle.
?? "Turn Needle" ?? ..is that like 'on the beam' ?

Seriously, though, to the original OP, who is looking for a 'regulatory' or 'other' *requirement* for the standard rate turn.

I think it used to be in the AIM as a standard for vectors. The controller needed to know the turn would be at the 3 degree rate. At slow speeds.

I can't find that reference in the AIM now, and a lot has changed since Everthing Is Radar And GPS, so I don't know anymore...
