As far as whipping out the ol' TCA chart to figure out when to slow to 200 beneath Class B. Well. Bah-Humbug!

I think they should change it. If you're on an IFR flight plan in radar contact, make it 250 knots.

Of course, the Fed's havent asked me for my opinion lately.

Being on an IFR flight plan doesn't matter much as far as the intent of this rule goes. Under the class B in VMC you have to be able to see and avoid VFR traffic and have time to take evasive action. That is why they want you to be at or below clean maneuver speed or 200 kts, whichever is higher.
 
This should make things clear.


Sec. 91.117

Aircraft speed.

(a) Unless otherwise authorized by the Administrator, no person may operate an aircraft below 10,000 feet MSL at an indicated airspeed of more than 250 knots (288 m.p.h.).
(b) Unless otherwise authorized or required by ATC, no person may operate an aircraft at or below 2,500 feet above the surface within 4 nautical miles of the primary airport of a Class C or Class D airspace area at an indicated airspeed of more than 200 knots (230 mph). This paragraph (b) does not apply to any operations within a Class B airspace area. Such operations shall comply with paragraph (a) of this section.
(c) No person may operate an aircraft in the airspace underlying a Class B airspace area designated for an airport or in a VFR corridor designated through such a Class B airspace area, at an indicated airspeed of more than 200 knots (230 mph).
(d) If the minimum safe airspeed for any particular operation is greater than the maximum speed prescribed in this section, the aircraft may be operated at that minimum speed.

Whopps... i mis-spoke and many replies have corrected my error since. I should have said 200 kts or 230 mph.

There ya go....that's it. I fly 250 below 10,000', at about 7 miles(if VFR) I start slowing and configuring. That puts me within the 200 within 4nm thing.

If you slow down 15 miles out when flying with me....unless assigned by ATC(or necessary for traffic separation otherwise)....you're gonna get an a$$ chewing. Jets are designed to go fast. If you need to slow way down more than 10 miles out to be able to handle how fast everything is happening, you shouldn't be flying jets.


....unless your brand new to jets, then I'll make an exception....for a few flights. ;)
