As far as whipping out the ol' TCA chart to figure out when to slow to 200 beneath Class B. Well. Bah-Humbug!
I think they should change it. If you're on an IFR flight plan in radar contact, make it 250 knots.
Of course, the Fed's havent asked me for my opinion lately.
Being on an IFR flight plan doesn't matter much as far as the intent of this rule goes. Under the class B in VMC you have to be able to see and avoid VFR traffic and have time to take evasive action. That is why they want you to be at or below clean maneuver speed or 200 kts, whichever is higher.
