The flowbacks don't count. They are not Eagle hires and will be going back to AA one day. I have a friend there who is a summer of 2001 hire and is still waiting for upgrade. And the junior CA award on the their recently closed vacancy bid was a June 2001 hire still 30 numbers senior to any flowback. Thus no flowback has upgraded yet.
Plus, these newly awarded CA vacancies won't begin training for months. There will not be any 2004 hires upgrading at Eagle for years possibly. Remember, the only reason there is even a glimmer of movement at eagle is due to the delivery of 22 CRJ's. Maybe 1 or 2 more vacancy bids will be put out and all the movement that is due to those deliveries will be done. Then it will be business as usual at Eagle. No deliveries, no movement, thus no future and an everlasting 10 year upgrade! By claiming otherwise, may end up disappointing folks. New hires, think wisely before you go to Eagle. The question you need to ask yourself is this.....are you willing to work your career away for 10 years in the right seat and then upgrading at around 40 years old, and then by the time you get the PIC needed to be competitive for a job at a major, you are well into your 40's. Which will most likely make you a career regional pilot. Which means 4-5 leg days 16 days a month in an RJ. I cringe at the thought.

Regional schedules are not intended for old men. You'll be dead by 70 years of age. Pretty bad considering life expectancy is 80.
