The ASA 700's I thought were basically DL owned and could only be used for DL operations. If ASA could start CR7 flying for anyone else ASA would have to buy/lease the aircraft themselves. Doubt any of our current CR7's could transfer to anything but DL flying.
My understanding is that DAL owns (the leases) on "your" RJ9s, but SkyWest owns (or holds the lease on) all but 30 of your RJ2s and all of your RJ7s. I'm sure you could dig through the info from the sale of ASA to back this up on the 200s and 700s.
