    Depends. Why? Why are they looking for inexperienced? Could be they have a really good intern/mentor program where inexperienced CFIs are mentored, guided, and molded into really good instructors.... Older, more experienced instructors are hard to teach anything.....

    The Jeppesen Commercial program, as written, is generically FAA approved. The syllabus will have to be "approved" by your local FSDO, but the program is written so as to allow either single or multi initial certification.

    You realize that the instrument hours you get while getting your IR will satisfy this requirement, right? And since the checkride is in a complex, the complex time needs to be chandelles, lazy 8s, and proficiency landings, as instructor.

    No problem. Examiners never frown on extra training. Matter of fact, you could get all your commercial requirements while getting your instrument training, and be prepared to take the commercial right after your instrument. Good luck.

    Yes. You can file a flight plan from anywhere. Did you ever file in the air? Having said that, there may be a problem with "the computer" being able to recognize the airport ID, so you may need to file as if you were in the air. You can work out that detail with FSS when you file.

    It was standard U.S.Army Bird Dog (L-19) Primary Pre-Solo training. Yeah, it does work the landing gear somewhat, but it is an excellent training tool, and I guess it is cheaper than a real groundloop.
