I think your source is confused - new hires (like me) are able to pick the B767ER base in JFK as First Officers. The base does exclusively international trips - there are no domestic trips in the base. The reason that there were new hires who got this equipment is that other Delta pilots didn't want it and stayed on their equipment (like MD-88) rather than bid for the B757/767 out of JFK. Why? I don't know.
Mostly because our reserve system stinks! Unless you live in NYC, its pretty rough to be on 2 hour short call, up to 8 days a month, because it covers a 24hr period. You're going to spend a lot of time in the crash pad. However, lots of reserve guys that I have flown with, say they are getting used on every short call day!

Where the confusion might be is that everyone in new hire class for that base is getting a B757/B767 type rating because we will be international relief pilots. Most of the flights are over 8 hours, so it needs three pilots or more to do the trip legally. Delta flies these trips with one Captain and two First Officers. At some point, there are two first officers sitting in the seats while the Captain rests in the back. We are not the Captain but we need to be typed.
Maybe that's why his friend is telling everyone that he is a "captain."

That's almost as bad as when I use to run into the Comair guys at the Grocery store in there Uniform and they would tell You that they were Delta Mainline.

What's the story with International trips going so Junior now is it Low Block or that a lot are Red Eye trips or that the Dollar sucks. I have friends over at CO and they say the same thing over there New hires are getting 75/76 EWR and being junior manned to international trips.

As much as they hate us, they can't wait to tell everyone they're one of us!

For Delta, its because NY is expensive, especially for crack houses.....I mean crash pads. The reserve system here stinks! If you're on short call, you can be assigned up to 8 shourt calls per month, which can take up 16 days because they're 24 hours long. So you have to sit in your crash pad. Not too attractive for someone living out of base. If you're in base, its kind of good! Besides, the stress of commuting in and out of JFK let alone any NYC airport will not be very low!

Why 76ER Copilots are so junior in NY

Yes...two classes of DAL new hires where hired directly into the right seat of the 767ER based in NY. When you look at the difference in pay between flying the right seat of the MD-88 verses the right seat of the ER...reduce from 85 to 70 hours (tough to fill up in NY)...remove federal, state and NY city taxes...the pay is a wash...and it is VERY expensive to live and work in NY (duh). No...DAL is not hiring directly into the left seat; however, the junior Captain in NY is only 1200 pilots from the bottom of the list...another example of the lack of pay reflecting the seniority of the aircraft, base and seat.
