Air traffic controllers say they're understaffed and accidents like this are starting to happen more frequently.

Last time I checked this doesn't define an "accident."

I'm sure I just mis-understood the reporters and they meant it was an "accident" that the controller forgot about the two planes.......Right, what a bunch of idiots.
