I was refering to 80 percent of the dispatchers and superv from a few years ago. Drinking was there only purpose in life and they would quite often showed up at work hours after leaving the bars at 2am.
 
I'm assuming you insured that they didn't release any flights under Part 121 domestic regulations fully knowing that they weren't in compliance with the rules.
