Why is Capital Cargo Airlines in MCO always hiring

Can someone answer why every few months Capital Cargo Airlines in MCO is always hiring? You would think they would have plenty of applicants being that they are in MCO and most dispatch offices are in the NE.

We're going to a 7 days a week operation since BAX wants to cover some freight out of ILN. Although I am pretty sure we will just rearrange the people we have rather than hire anyone this time around.
