Just as far as the "REgionAL" airlines go...

I am just curious. I'll go out on a limb and say...

Expressjet.


What about PDT, PSA, ACA, CMR, AE, MESA any of their EVIL empire, CHQ, HOR, SKW, ALG, ASA, etc..
 
Also...

Who gets paid by block or better? Is anybody out there paid by "block/peg" alone. I am just curious, and thanks for the info.
 
ACARS, I am not sure about HOR or SKYW, but none of the others have acars.

Block or better, again, not sure about HOR or SKYW, but all of the others listed have block or better, however, the application is different at most airlines. Leg by leg, weekly/monthly look back, etc...

I'm not sure what you mean here, but Eagle does have ACARS.
 
ASA is currently in the demo/certification process for ACARS, CatII and electronic flight kit. But as far as I know it'll be a couple years before they're implemented on line.
 
Skywest is block or better, majority of the EMB's have Acars, some of the the RJ's about 20%. All RJ's are CAT II.
