When to apply Citation Shares?

I applied about 1 month ago. My times are 4,000 TT, 2,600 Turbine, 1,100 Turbine PIC. I have been at another Fractional for 2 years. Here is the response I received...not sure what to make of it.

A good friend of mine recieved an email stating that his application was on hold. This was from the Flt ops dept. Anybody know what that means?

Mr. Lambert has approximately 4000 resumes on file. It really helps to know someone. but keep your resume current. Even if you meet the requirements, doesn't mean you will get the job. Personality pulls allot of weight here at CS. For the few years I've been here, I've flown with a great group of guys and girls, so there system must work.
