Physically it's more like throwing a switch than reinventing the wheel. The cost of the paperwork per plane along with the training though is staggering. There's a lot of maintenance paperwork to do it, and yes, there will be training costs involved both for flight ops and tech ops.

So CALs 737NGs have round electronic dials like SWAs? Or did I misunderstand?

Yes, just like SWA's NG's for now.
Since SWA is upgrading their fleet, CAL will soon be the only ones flying 737's with airspeed indicators and altimeters that are smaller than a 172.

Don't hold your breath for the change to come at CAL. If it costs a penny, they won't be able to get the approval for it until our Chief Executive Litigator gets his salary and bonus petty cash restored.

I was just in the schoolhouse last week and my instructor said Boeing wants $35K per plane to make the switch. We do have some leverage over Boeing due to the 787 delays, so hopefully that figure will end up a lot less ridiculous.
