Avweb has the pilots full statement. It's pretty interesting. His engine was running after he pulled the chute, and he used it to steer away from some fuel tanks. He thinks he deployed above the max chute deployment speed.

He went into water, and the impact broke his back. Its a very interesting letter. I disagree with some of his conclusions, but I appreciate his sharing the story.

130KIAS or less. But as you see it can work at higher speeds
