well they were a new entrant for Bogota and ClT-BOG was a new city pair as well. But they lost that one to Spirit and Jet Blue.

Both those carriers were also new city pairs with new airlines as well. The fact is, they will not award it to DAL (new frequency but same city/airline), and will always award it to new city pairs/ airlines when available.
