IRAQ OFFICIALLY DECLARES WAR FOOTING & BREAKS INTO 4 MILITARY DISTRICTS
BAGHDAD, March 16 (Reuters) - Iraq went on war footing on Saturday night when the leadership issued a decree dividing the country into four military districts under the command of President Saddam Hussein.
"The Revolutionary Command Council issued a decree today that forms four regional leaderships under President Saddam Hussein to take the necessary steps to repulse and destroy any foreign aggression," the state Iraqi News Agency (INA) said.
The decree, numbered 61, divides Iraq into four districts: northern Iraq, southern Iraq, central Iraq, and Baghdad and other areas to the north including Tikrit.
It appoints Saddam's eldest son Qusay, supervisor of the elite Revolutionary Guards, in charge of Baghdad and some other central areas.

03/16/03 - WASHINGTON (AFPN) -- Kuwait and Saudi Arabia join Bahrain and Qatar as having the highest level of threat against U.S. military in the Middle East region, said Pentagon Spokesperson, Mar. 16.
Marines break out chem suits
KUWAIT, March 16 (Reuters) - US marines braced for war in Iraq broke out their chemical warfare suits yesterday which officers here said have a shelf life of 45 days.
The marines were ordered to don the protective clothing after their units went on Mopp 1 alert, meaning suits must be worn while gas masks, foot protection and gloves remain within rapid reach.
The chemical suits are normally stowed in air-tight bags and, once opened, are only good for 45 days.
The troops are among some 150,000 US and British soldiers who have been deployed to Kuwait and are now on constant alert for an order from US President George W Bush to storm across the nearby border with Iraq.
