GK knows what he is doing and I don't doubt him, much. However, we are following the footsteps of US Air. BWI, PHL, IAD. Throw in DCA and you have full fledged overcapacity with only one airline.

DCA is slot controlled, so SWA most likely won't be going in there, right?

Of course, if you are referring to your code share with ATA then you do have a presence in DCA and, *TA-DA*, there is your overcapacity.
