I'm viewing the SDMA Wyvern Wingman requirement, does anyone know how to derive the WX required for departure if climb gradient is not met?

Example: Wx Required for Departure if Climb gradient not met for KEGE Eagle Colorado, Runway 7: 5000 and 3. How is this calculated?

Thanks in advance.
 
Inside of 5000' and 3nm is see and avoid (ex. the big hill to the west that you can't outclimb), outside (5000/3nm) needs a 3.3 net climb gradient to MSA/MEA/safe altitude for obstacle clearance (IMC).
