I was taught Special VFR was only for Instrument rated pilots, My fellow instructor says only at night is an instrument rating required. The reg isn't very specific or maybe I'm just reading it wrong. Can anyone clear this up? Thanks

During the day, any private pilot and above can do it.

AIM 4-4-5. The AIM is considered regulatory.
 
PS The aircraft must also be IFR. Won't do ya any good if you know how to shoot an approach and all ya got is a whisky compass and a comm!
(I'm sure you knew this, but then what else could I do with my time!?)

me...once tower bitched at me saying it wasn't needed...the second time they asked if I wanted it bc the clouds looked too low (they were around 6,000' - but I took the "protection" anyway...and good thing too, the vis went down to 2 in rain about 20 minutes later...hangin out around the pattern...it was uh...super

SVFR in helos must rock. Only requirement is to stay clear of clouds regardless of vis.

Same as in class G for helos. Can't wait to try that out ;)
