so if PBS doesn't pass should I get my hopes up? and if it does pass does that mean that I should not plan on coming back any time soon all else remaining the same?

Whether PBS passes or not unfortunately you're not coming back unless ASA receives significant growth and/or increase in block hours.

Many believe if PBS fails ASA will be forced to recall. Based on low line values we have right now and the wide margin available to increase them, ASA will not be forced to recall anytime soon without a very big increase in block hours.
