How and where can I get a radio operators permit for international flights?

Are you required to have one to fly to the Carribean or is there an exemption?
 
Restricted Radio Licence

By passing your Private Pilot Checkride you are eligible for the issuance of a "Restricted Radiotelephone Operator Permit". And yes, you need that when you fly outside the US, wether private or as a commercial pilot doesn't matter.

You can have yours issued via the fcc.gov website.

First you need to register with CORES and get a FRN:

https://svartifoss2.fcc.gov/cores/CoresHome.html

Then you go to:

https://wtbwww05.fcc.gov/cgi-bin/UlsDataEntry/UlsDataEntry.exe

and apply for the permit. It'll cost a couple of bucks and you can pay by CC. You get a temporary permit that you can print out on the spot, the original comes by mail a couple of days later.
