By passing your Private Pilot Checkride you are eligible for the issuance of a "Restricted Radiotelephone Operator Permit". And yes, you need that when you fly outside the US, wether private or as a commercial pilot doesn't matter.
You can have yours issued via the fcc.gov website.
First you need to register with CORES and get a FRN:
and apply for the permit. It'll cost a couple of bucks and you can pay by CC. You get a temporary permit that you can print out on the spot, the original comes by mail a couple of days later.
