It is weak, but yes. NWA's is better. It is called in honest.
Two flights more than two hrs apart with availability 24 hrs in advance. They fill up, you call scheduling and they decide what to do with you.

4. For any sitaround > 5 hours, the company will provide a hotel room on request. This is a great rule, as it discourages such. On the other hand, you may see a lot of 4+50 sitarounds!

Does this apply in base as well? Say I'm MSP based, and we have a turn cancelled resulting in a 5+ hour sit in MSP, will they buy a room?

Does it have to be scheduled or can it be a result of a cancellation?
