Question for those who fly in/out DCA...

Well it's both, it's "cleared via the northwest noise abatement and P-56 avoidance procedure" and they need you to repeat both parts back to them on clearance. Of course I'm a little more concernced with the avoidance part but the procedure does serve both purposes.
