My two cents: The leaving altitude call is not required. Its a courtesy.
If you look at things from ATC's perspective all they care about is that you meet the altitude crossing restriction so they can hand you off to the next sector. Based on the skill of the controller, and there knowledge of different aircraft climb/descent performance, they are usually pretty good judges as to whether or not you'll meet a restriction based on when you start down. They usually have a pretty good feel for where Top of descent is for most of the aircraft hence there usual good timing of issuing PD descents.
