He was one of the few checks that wouldn't sign someone off just because they had reached the hourly minimum which, at PCL, was always a pressure.

Sorry but I must disagree with this statement. In the three years that I was a check at PCL I never had a call from anyone in Line Standards about my recommendations for more OE, never. Do things need to improve in training? yes. But our recommendations for more OE or to return individuals to the SIM and that sort of thing where never questioned. Never heard of any other check that received such pressure as you call it either, not looking to argue with you it is just not what I experienced.
