Initially ( as in during WWII), the cuffed blades improved the airflow through the cooling inlets and carb intake cowl at high altitude along with improved efficiency (because it extended the airfoil section of the prop along the blade). Somewhere along the line it was determined that it really didn't help that much and the cuffs only got in the way during blade inspections.

These days it is mainly for an authentic look as far as I know.
