As more regional CA's become lifers, there are more and more FO's have been stuck in the right seat with no chance of upgrading for years now. Now that Delta has stopped hiring, are there any other places, cargo or passenger, that are hiring/accepting applications that don't require 121 PIC?

Sure, they'll accept applications. But your chances of being called are between none and nil. Just think of the thousands of already qualified RJ CAs. And while some have become lifers, thousands and thousands (across the regional industry) are not, and are looking for movement forward.

Unless you are a blonde/black female, 36DD or larger, previous airline intern, or have Chief Pilots in your back pocket, it'll be cricket chirping for you.

I think this 10 year slow down has made a lot more regional lifers than you give credit.

People get comfortable, get houses, wives and children. They get other priorities.
 
Instead of looking to upgrade i'd get busy networking. or just wait till 2013 when there'll be no more pilots availalble.
 
It may be possible that once the baby boomers lose their battle to further raise the retirement age to 90, there will be a shortage of the type that would make it possible for mainline carriers to drop the TPIC requirement and hire male first officers.

You don't know what you're talking about. I know a brunette with only 36Cs that got hired with no PIC time.
