. . . the only way it will change is if someone puts a passenger plane into the ground because of it. It is sad but true.
Unfortunately, this hasn't worked either.

Unfortunately, it will take a congressman, rock star or famous golfer to die. Ordinary passengers and crew don't count. Since fatigue cannot be proven (even with crew members' statements), it is only speculation and therefore will never be the primary cause. Instead it will always be the old standby: pilot error.
