Also, is the union going to let the company get away with charging the new hires $36,000 in a training contract?

False, there is no TA yet. I'm not sure, but currently there is a training contract, you aren't "charged" unless you leave before it is up.

For NAA hopefuls the training contract is a prorated $36000 over 24 months. I failed to discover this information prior to the interview and was surprised, to say the least.
