OK I feel a little better answering the last question since it is being discussed openly now on the news. I thought I was the only one that noticed it when I heard the speech LIVE... Apparently not...

But in a nutshell what W. is suggesting seems to be suspending or revoking the POSSE COMITATUS and INSURRECTION acts. http://en.wikipedia.org/wiki/Posse_Comitatus_Act

These are laws that limit or entirely forbid the Federal Government from entering a US city in a law enforcement capacity.
