My last job was flying a Seneca single pilot 135 which took me into PHL, JFK, LGA, IAD, and EWR. As far as I know (and I do NOT know ORD) they CANNOT refuse anyone. Hell... it was a lot easier going into those places VFR then IFR.

BTW.. it was kinda cool being likely the smallest airplane at those airports at the time.. "Northwest follow.. ahh... light twin piper."
 
I remember flying a 172 , PA28 and an Aztec into ORD both in the afternoon and middle of the night a few years ago. All you needed was a reservation in the afternoon...when that system was in use (dont know if it still is) nothing at night...and if you just taxi the A loop around the terminal without stoping at Signature sh!t hole..then you don't pay any fees all together!
