5000 hrs.....right...good one...or was that the new thing i read about...what was it called, sarcasm? couldn't find it in the dictionary though.

It usually means that conditions change often enough that it is easier for the controllers to issue the weather instead of constantly updating it.

Did you just make that up as you went along?
NIL in a METAR means the ASOS/AWOS is not reporting due to a malfunction in the equipment...
 
ATL approach ATIS has always been different.

They do the regular update at about :55 past each hour, but they also do an update at about :25 past the hour, which usually has a new letter identifier but still has the original time from the original observation. They do this even when it is VFR.

ATL doesn't use ASOS/AWOS to generate the METAR. If they did, it would look like this:

ATL doesn't say AUTO which means part or all is done by people.
