Just curious...
If Mesaba pilots hadn't signed off on seat lock language in their contract, would there still be a need for street captains?

Yes, if they could get an FO to upgrade by lifting the seat lock, they would be contractually obligated to do so. In other words, there are no FOs at Mesaba that are otherwise qualified AND wish to upgrade.
