You can also depart when below Landing minimums with a take off alternate.

More specifically, you can depart when the departure airfield weather is below Cat I landing minimums, as long as you have a suitable takeoff alternate.

In other words, the departure weather can be above the Cat II/III landing mins, but a takeoff alternate would be required if below Cat I mins.
