The fairest thing to do would be to put it to a vote. Take a vote of the combined pilot groups about stapling the AirTran pilots to the SWA seniority list.
Most likely 100% of the SWA pilots would vote yes, and most likely the AirTran FOs and junior CAs would vote yes.
Probably the only NO voters would be the AirTran CAs, and a vote to staple would likely pass by a significant majority. You gotta admit that a vote is really the only, true and fair way to integrate both groups into one.

The reason for negotiation and arbitration is because of the inherent unfairness of a vote to the Pilots in the smaller group.
