Promotion Potential: The full performance for this position is GS-12.
Applicant(s) selected below the full performance level are eligible for promotion
to the next higher grade level without further competition. Promotion will be
subject to incumbent meeting all Office of Personnel Management requirements,
performing work satisfactorily, demonstrating the ability to perform the work at
the higher level, and recommendation by the supervisor.
Description of Duties: This position is located in Region 5, Fire and Aviation
Management Staff, Aviation Group with a duty station located in Lancaster,
California. The primary purpose of this position is to provide leadplane, air
transportation and other pilot services in the suppression of wildland fires
within California, and occasionally throughout the United States.
Serves as a pilot-in-command of light, multi-engine airplanes in accomplishing
fire leadplane missions. Evaluates retardant requirements, leads retardant
delivery aircraft in and out of the hazardous drop zones, and evaluates retardant
effectiveness. Scouts and reports fire progress and behavior, and assesses
effectiveness of suppression efforts. Assists in formulating plans to control the
fire while operating aircraft within the incident environment.
As pilot-in-command of both twin and single engine aircraft, transports
passengers and cargo, including Regional Forester and staff members, and other
Regional employees. Transports fire suppression and overhead personnel throughout
the United States. Pilots aircraft during instrument meterological conditions.
Lands and takes off from marginal back country airstrips in remote areas.
Operates aircraft day and night, often in adverse weather conditions, over
uncharted courses where navigation aids are not always available.
Acts as pilot-in-command or technical representative for specialized aviation
missions such as photography, aerial detection, seeding, spraying, dropping of
smokejumpers or cargo, aerial surveys, etc.
Makes preflight checks of flying weather conditions at points of departure, along
the route and at destination. Maintains accurate logs of flights, including
passengers, cargo, landing points and hours of use, fuel and oil consumed, hours
worked and all related administrative services. Services own aircraft with gas
and oil, and makes minor operating adjustments. May be directed to perform first
and second echelon maintenance (care and cleaning with minor inspection and
repair) of aircraft as directed by supervisor.
Inspects aircraft of contractors and cooperators and serves as check pilot when
evaluating pilots of such aircraft. Inspects airtanker bases and airtanker pilot
qualifications to prescribed standards.
Participates in investigating accidents and incidents involving aircraft engaged
in performing missions for the Forest Service.
Prepares technical studies, papers, graphs, contracts, supply agreements, and
other administrative assignments when directed.
May also be assigned to perform as a Regional Check Airman, conducting instrument
and aircraft-type proficiency checks for Region 5 pilots using prescribed
standards and procedures. Recommends flight training and maneuvers to the
Regional Aviation Safety and Training Officer or Regional Aviation Officer.
Participates in the development of standardized flying training programs for
Forest Service pilots. Maintains a training library. Evaluates and orders new
training materials, e.g., lesson plans, slides, cassette tapes, etc.
FIREFIGHTING QUALIFICATIONS: This is a primary firefighter position under the
provisions of 5.U.S.C. 8336(c)(CSRS) and 5 U.S.C. 8412(d)(FERS). Persons making
their first entry under these authorities cannot be selected if over age 40.
Persons already in covered secondary positions or persons with previous approved
service who apply for a primary position cannot be considered if their age at
reentry into the primary position exceeds 40 years after subtracting their years
of service in covered positions.
The burden is on the applicant to prove they previously served in approved
positions (letter from previous agencies, ruling from the Office of Personnel
Management (OPM), official position description, etc.) citing primary firefighter
coverage. This proof must be submitted with your application.
The maximum entry age for pilots is 40; therefore, applicants must not have
reached their 40th birthday at the time of appointment.
DRUG TESTING: Applicant selected for this position will be required to submit to
an urinalysis to screen for illegal drug use prior to appointment. Appointment to
the position will be contingent upon a negative drug test result. Incumbent of
this position will be required to submit to urinalysis to screen for illegal drug
use on an ongoing basis after appointment, as directed.
Appointment Information: This is a permanent full time career-conditional
appointment. Selectee will be eligible for health and life insurance, annual
(vacation) and sick leave and will be covered under the Federal Employees
Retirement System.

Current or former Federal employees certified as surplus or displaced, or
identified in affected positions in the commuting area of the vacancy and who are

(ICTAP) may be entitled to receive special priority selection if determined to be
eligible and well-qualified.
Qualification Requirements: For the GS-12, one year of specialized experience
equivalent to at least the GS-11 level. For the GS-11, one year of specialized
experience equivalent to at least the GS-09 level. For the GS-09, one year of
specialized experience equivalent to at least the GS-07 level. Specialized
experience is experience which is in or related to the line of work of the
position to be filled and which has equipped the applicant with the specific
knowledge, skills and abilities to successfully perform the duties of the
