Sure, look at 49 CFR 1544.215, it says the PIC MUST be the ISC but it doesn't specify who must be the GSC. However, look at the additional crap the GSC is responsible for...enjoy increasing your workload.

Make sure your company has a good training program, not the generic/standard crap most use because its your a$$ on the line and you're responsible for it!
